On the evening of Friday, September 4th, Trooper Andrew Recker responded to a call on I-64 near mile marker 73 regarding an overturned vehicle. Upon arrival, he discovered a truck towing a box trailer that had flipped, blocking the interstate. The driver, identified as Jeffrey Kessinger of New Port Richey, Florida, displayed signs of impairment and was transported to Perry County Memorial Hospital for a chemical test and medical clearance.

Kessinger was subsequently arrested and taken to the Perry County Jail. The Perry County Sheriff’s Office remained at the scene until the roadway was cleared, with traffic blocked for about an hour.

Arrested and Charges:

  • Jeffrey S. Kessinger, 57, New Port Richey, FL
    • Obstruction of Justice – Level 6 Felony
    • Operating a Vehicle While Intoxicated (OVWI) – Level 6 Felony
    • Disorderly Conduct – Class B Misdemeanor

Trooper Recker was assisted by Master Troopers Philip Lubbers and Daniel Smith, along with the Perry County Sheriff’s Office.

All defendants are presumed innocent until proven guilty in a court of law.
