On March 13, 2025, Allen Wiscaver, owner of Humble Dawgs & Catering in Loogootee, was arrested by Martin County Sheriff’s Deputy Nash on charges of violating sex offender regulations. Wiscaver, classified as a Sexually Violent Predator due to prior convictions for sexual misconduct with a minor, is accused of unlawfully operating his catering business inside the Loogootee Public Library during a training event organized by an external agency. He has been charged with a Level 5 felony for unlawful employment near children by a sexual predator.
Following his arrest, Wiscaver was booked into the Martin County Jail without bond. This incident adds to his history of previous violations related to the conditions imposed on sexually violent predators.
In 2024, Martin County saw a sharp increase in sex offender violations, with nearly two dozen cases leading to criminal charges. This rise has been attributed to enhanced public reporting, technological advancements, and an increase in dedicated personnel for offender supervision. The Martin County Sheriff’s Office has reinforced its zero-tolerance policy on such offenses and continues to encourage community members to report any concerns.
To further public awareness and safety efforts, the Sheriff’s Office launched the Martin County Sheriff App in July 2024. The app provides residents with tools to quickly locate and identify registered offenders within the county and offers a confidential platform for submitting tips.
This arrest highlights the ongoing challenge of enforcing sex offender regulations in rural communities and the importance of community involvement and technological resources in addressing these issues.
